this is good for solar testing but i need to 12 volt for charging a car battery.12 v 75 Ah please can i make it?with out any photovoltic cell.?

Somebody told me that the fluorescent tube bulbs with a green label on them do not have to be discarded in the safe way mentioned on your site. Is this true? Can they be thrown out with the regular trash?
